EXHIBIT "A" SCOPE OF SERVICES The specific tasks needed to complete Revised Addendum No. 2 are described below. Task 1. Identify Proiect Chanqes Task 1 includes a three-step process. Consultant will review the revised Pete's Harbor proposal--including project plans, descriptive te�, and any applicant-supplied technical studies--against the previous Addendum No. 2 project, both quantitatively and qualitatively. This step will enable Consultant to revise the project description and to gauge which impacts might change, and to what extent, in the Revised Addendum. Consultant will compare the revised proposal with the Pete's Harbor component addressed in the certified 2003 Marina Shores Village EIR. Consultant will compare these changes to the total Marina Shores buildout potential (the combined Pete's Harbor and Peninsula Marina components) analyzed in the 2003 EIR, the Peninsula Park buildout potential evaluated in the 2007 Peninsula Park Addendum, and the actual One Marina project under construction on the Peninsula Park site. The CEQA findings for each of these interrelated development scenarios will provide substantial evidence for the Revised Addendum No. 2 findings. The groundwork for this second step was already established during preparation of previous Addendum No. 2. Chapter 2 (Proposed Project Changes) of Revised Addendum No. 2 will identify the changes between the current Pete's Harbor project and the Pete's Harbor component addressed in the certified 2003 EIR. Task 2. Prepare Administrative Draft EIR Revised Addendum No. 2 The foundation for Task 2 was already established during preparation of previous Addendum No. 2. Consultant will prepare the Administrative Draft EIR Revised Addendum No. 2 with text, graphics, and comparative tables which clearly describe: (1) the project changes as described in Task 1; and (2) whether the certified 2003 EIR with modifications adequately addresses the current Pete's Harbor project or if there are substantive new impact concerns or mitigation needs not considered in the 2003 EIR. For each environmental topic considered in the 2003 EIR, the Administrative Draft will summarize how the project revisions, as well as any relevant changes in environmental conditions and CEQA requirements since 2003, affect each impact and mitigation finding, and whether there are any new or substantially more severe impact or mitigation findings not considered in the 2003 EIR.
