6.1.F. - Page 2 <br /> Substantiation: S & H Construction's low bid is considered responsible and <br /> responsive. Reference check verifies that the low apparent bidder is qualified to <br /> perform this work. <br /> The low base bid of $142,500.00 submitted by S&H Construction is 1.7% lower than the <br /> engineer's estimate of $145,000. Staff believes that the low base bid is reasonable and <br /> responsive, and recommends awarding the contract to S&H Construction. <br /> Construction is expected to begin the first week of November and is scheduled to be <br /> completed by April 2013.
