6.1.1. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 8, 2012 <br /> SUBJECT <br /> Award of Contract-Redwood Shores Lagoon Maintenance Boat Ramp <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Redwood Shores Lagoon Maintenance Boat Ramp to Applied Water Resources <br /> Corporation of Walnut Creek, CA for their responsive and responsible low base bid of <br /> $275,670.00 and authorize the City Manager to increase the contract amount, if <br /> necessary, up to 10% of the amount awarded. <br /> BACKGROUND <br /> This project was bid last year, but not awarded, as the sole bid exceeded the project <br /> budget. The redesigned project now incorporates pre-cast concrete panels that extend <br /> into the lagoon and minimizes the amount of dewatering required, which was a bidding <br /> issue last year. <br /> This project will provide a permanent boat ramp to enable city staff and contractors <br /> better maintenance access to the lagoon on the east side of Shell Parkway. <br /> Public meetings were held with area residents to address the project's potential impact <br /> to Shannon Park and potential noise issues. These issues are addressed in the project <br /> specifications and planned operations. The City has a permit from the Army Corps of <br /> Engineers and water certification from the Regional Water Quality Control Board, as <br /> required for this project. <br /> ANALYSIS <br /> Seven (7) bids were received on August 22, 2012 and are summarized below: <br /> Bidder Bid Amount <br /> lonian Construction Inc.- Millbrae $274,052.49 <br /> Applied Water Resources Corporation —Walnut Creek $275,670.00 <br /> Robert A.
