Applied Resources <br /> alleged that lonian Construction did not have the minimum required experience to be <br /> considered a responsible bidder for this project as stipulated in the city's contract <br /> documents. The Instructions to Bidders for this project states: <br /> Minimum experience requirements of the prime contractor including the <br /> completion of 3 projects of similar nature and complexity involved with contract <br /> dollar amounts of at least $300,000 each, within the past 5 years. <br /> Staff requested lonian provide verification of its qualifications meeting the Instructions to <br /> Bidders. lonian's response did not demonstrate that it met the minimum experience <br /> requirements of the bid documents. The list of projects lonian submitted to the City did <br /> not include any projects of a nature or complexity of this project. <br /> The second low bidder, Applied Water Resources Corporation has the experience and <br /> qualifications to perform this type of work, and staff recommends awarding this contract <br /> to Applied Water Resources Corporation. Their bid of $275,670 is 7.9% lower that than <br /> the engineer's estimate of $305,000. Staff believes that the low bid is reasonable and <br /> recommends awarding the contract to Applied Water Resources Corporation. <br /> ALTERNATIVES <br /> Council may choose to reject all bids and direct staff to consider other methods of <br /> maintaining the widgeon grass in the lagoons in Redwood Shores. <br /> FISCAL IMPACT <br /> Funds for the proposed maintenance boat ramp were previously approved and <br /> appropriated as GID 1-64 Facilities Charge Construction — Lagoon Maintenance Boat <br /> Ramp which has an available balance of $321,616, augmented by the Capital Projects <br /> Fund— Storm Drain Creeks & Channels which has an available balance $887,202.01. <br /> ENVIRONMENTAL REVIEW <br /> The project is Categorically Exempt under Section 15304 - Minor Alterations to Land. <br /> Redwood Shores lagoons are a man-made lagoon system and the water level is <br /> controlled by the city and is not subject to tidal conditions. All surrounding landscaping <br /> will be restored after completion of the project. The Corps of Engineers has approved <br /> Permit No. 2010-00301 S for this project <br />
