Specifically,Ionian <br /> has not shown that it has the experience required for this project. The City of Redwood City("City")has received a formal bid <br /> protest to Ionian's bid(attached)from the second lowest bidder,Applied Water Resources that raises the same issue. <br /> Paragraph 114.4.e of Section 00200 Instruction to Bidders, Bid Evaluation, states that bidders shall have the following <br /> minimum qualifications: <br /> "Minimum experience requirements of the prime contractor including the completion of 3 projects of similar <br /> nature and complexity involved with contract dollar amounts of at least�300,000 each,within the past 5 <br /> years." <br /> The list of projects Ionian furriished with its bid did not include any projects of a nature or complexity similar to the <br /> Maintenance Boat Ramp,i.e.civil engineering construction work with a contract value of at least$300,000. All of the projects <br /> Ionian listed are building projects,and none involve engineering construction or work in a tidal environment. The information <br /> provided by Ionian's subcontractor Farallon Construction cannot satisfy the e�erience requirement; the bid documents <br /> e�ressly require the prime contractor,who will be responsible for the entire project,to have the relevant e�ertise. <br /> If there is additional information Ionian would like the City to consider regarding the firin's e�erience and qualifications, <br /> please submit that information no later than close of business on Wednesday, September 19,2012. Absent evidence that Ionian <br /> has the required e�erience, City staff will recominend that the City Council reject Ionian's bid and award the contract, if a <br /> contract is awarded,to the next lowest bidder.
