8.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 8, 2012 <br /> SUBJECT <br /> Recommended process for development of the City's Public Works Corporation Yard <br /> and other select City-owned properties <br /> RECOMMENDATION <br /> Authorize Staff to proceed with implementation of the recommended procedures for <br /> private development of the Public Works Corporation Yard and the other recommended <br /> properties. <br /> BACKGROUND <br /> Based on prior Council discussions regarding City-owned properties, staff began <br /> developing procedures for the sale or disposal of such property. Staff also developed a <br /> priority list of properties to be placed on the market and recommendations for uses of <br /> the sale proceeds. <br /> ANALYSIS <br /> Real Property Acquisition and Disposal Policy <br /> The Policy for acquisition and disposal of public property was developed by the City <br /> Attorney's Office in collaboration with the City Manager's Office and Community <br /> Development. The Policy outlines the legal requirements that affect the sale of various <br /> types of public property and recommends internal processes and procedures for the <br /> actual solicitation of prices for the property. <br /> The Policy will be reviewed by the City Council at this meeting, and, if adopted, will be <br /> followed by staff as we begin looking at property development opportunities. <br /> Properties Recommended for Disposition <br /> Staff recommends five specific properties for the City Council's consideration: the City's <br /> Public Works Corporation Yard, a portion of City right-of-way located generally on Pine <br /> Street, a portion of the property along Jefferson Street, a lot on Altamont Road, and <br /> property on Bradford Street. Maps of all five sites are attached to this report for <br /> reference. Each of the properties proposes a unique situation. <br />
