The BAAQMD currently does not have adopted thresholds of significance for <br /> health risk. Therefore, Thresholds of Significance will be determined based on <br /> consultation with the City. However, Consultant suggests using the following <br /> significance standards which are currently used by the CARB as well as other Air <br /> Districts. Based on Consultant's suggested thresholds, TAC exposures in excess <br /> of the following thresholds would be considered to have a significant air quality <br /> impact on on-site and off-site receptors if: <br /> • Probability of contracting cancer exceeds 1 x 10-5 (10 in a million); <br /> • Ambient concentrations result in Hls greater than 1; <br /> • Ambient annual average of fine particulate matter (DPM or PM2.5) <br /> concentrations increase greater than 0.3 Ng/m3. <br /> The proposed project includes the construction of an on-site child care facility, <br /> which is considered a sensitive receptor, especially considering the proximity to a <br /> TAC emission source (US 101). However, based on information included in the <br /> application, the proposed child care facility would only be available to gym <br /> members and a single child is not expected to be on site for more than two hours <br /> per day. As such, the BAAQMD would not require an operational health risk <br /> assessment for this component of the proposed project. <br /> Biological Resources <br /> Consultant's biologist will conduct the following tasks: <br /> • Conduct background research to determine the biological resources that could <br /> be affected by the proposed project such as special-status species or protected <br /> trees. This research will use the California Department of Fish and Game's <br /> Natural Diversity Data Base (CNDDB), the U.S. Fish and Wildlife Service's <br /> Special-Status Species Online Database, and the California Native Plant <br /> Society's online inventory. An aerial photograph of the project site will be <br /> reviewed to identify areas of habitat types that can later be confirmed through <br /> field verification. <br /> • Evaluate the proposed projecYs effects on the identified biological resources, <br /> and recommend mitigation as warranted. Based on prior experience in the <br /> region, and the disturbed nature of the site, if any issues were to arise, <br /> Consultant anticipates that the prominent issues for the proposed project will <br /> be limited to migratory birds and roosting bats within the vacant building. <br /> Cultural Resources <br /> Consultant will conduct the following tasks: <br /> • Conduct records search of the Northwest Information Center (NWIC) to identify <br /> any previously recorded cultural resources and cultural resource investigations <br /> within 0.25 miles of the project site. <br /> • Conduct records search of the Native American Heritage Commission (NAHC) <br /> sacred lands database to determine if any Native American cultural resources <br /> are present in the vicinity of the project site.
