Task 6. Public Noticinq and Scopinq Purpose: Depending on the results of Task 4 above, Consultant will prepare and circulate either the Notice of Intent to Adopt a MND (if an IS/MND is warranted) or the Notice of Preparation (if an EIR is required). Consultant will also conduct the public scoping process (if an NOP is circulated) or attend public hearings on the adoption of the IS/MND (if an NOI is circulated). Discussion: The approach to this task is divided into three subtasks: NOI/NOP, Public Scoping for NOP/Public Hearing for NOI, and Revised Scope of Work. Task 6. 1 Draft and Issue NOI/NOP. An NOI or NOP will be prepared by Consultant for City staff review. The budget assumes that Consultant will distribute to the State Clearinghouse, County Clerk, other interested parties, pubtic agencies, and adjacent owners/occupants. Our scope assumes the City will provide mailing lists. Task 6.2 Public Scoping Meeting for NOP or Public Hearing on NOI. Consultant will attend and present at one scoping meeting or NOI public hearing (held as part of a regular Planning Commission meeting) and record comments received during the meeting. The principle objective of this scoping meeting will be to confirm or revise the list of critical environmental issues and the range of alternatives to be examined in the EIR. The objective at the NOI Public Hearing is to answer questions of City officials and members of the public in order to obtain certification and/or approval of the CEQA document. Task 6.3 Revised Scope of Work. As a result of discussion at the project initiation meeting, public scoping meeting, and responses to the NOI/NOP, the Consultant will revise the scope of work for consideration by City staff, if necessary. This scope of work covers all work and budget required for the completion of an IS/MND and a Mitigation Monitoring and Reporting Program. If an EIR is required, Consultant will prepare and submit a subsequent scope of work and budget that will outline the major issues to be evaluated in the EIR, any additional analysis that might be required, and the additional required procedural steps necessary under CEQA.
