Consultant Deliverables:
• One electronic copy of the draft and final NOP or NOI.
• Distribution of the NOP or NOI to the City's mailing list, including the State
Clearinghouse, County Clerk, interested parties, public agencies, and adjacent
owners/occupants. Our budget assumes up to 250 recipients of a one-page notice.
• Participation in public scoping meeting or NOI public hearing.
• Revised scope of work (if necessary).
City Involvement: Coordinate, announce, and participate in scoping meeting; review and
comment on Draft NOP or NOI; provide mailing lists; review revised scope of work (if
necessary); and identify additional revisions and supplementary work, as necessary.
Task 7. Proiect Manaqement/Meetinqs
Purpose: To effectively manage the above tasks, maintain communication with City staff,
and be available for regular meetings.
Discussion: The Consultant will be responsible for project coordination activities, will
maintain QA/QC requirements for document preparation, and will monitor schedule and
performance for all work tasks. Project management subtasks also include maintaining
internal communications among Consultant staff with City staff through emails, frequent
phone contact, and in-person meetings, as well as the preparation of all correspondence.
The Consultant will coordinate Consultant internal staff, project guidance, and analysis
criteria. It is assumed that Consultant will attend two in-person meeting (one of which is
included in Task 1, Project Initiation, above) and six conference calls.
Subsequent Tasks
As stated above under Task 6.3, once the level of environmental review is determined,
Consultant will revise the scope of work and budget, as necessary. Assuming that an
IS/MND would be prepared, rather than an EIR, the following task would need to be
completed. The associated level of effort for this task is included as a contingency in our
attached budget. Due to the variability of public comments, both in volume and content,
this is only an estimate. At the close of the public review period, Consultant will evaluate
the compiled comments to determine if the associated hours are sufficient. Our budget
assumes responses to approximately 15 discrete substantive comments mostly
consisting of additional clarification on text already in the IS/MND as well as minor
revisions to the document. We assume that no additional analysis would be required as
part of the Final IS/MND preparation.
If an EIR is required, a scope and budget will be prepared as part of Task 6.3.
Task 8. Attend Communitv Outreach Meetinq
Consultant and Sub-Consultant will attend one community outreach meeting to obtain
public input on the appropriate level of environmental review (IS/MND or EIR) prior to the
public review period. If substantive comments are raised by members of the public and/or
commenting agencies, these issues will be incorporated into subsequent drafts of the
CEQA document. Public meetings that would occur during the public review period are
included in Task 6.
ATTY/AGR/2012.154/24 HOUR CONTRACT!ATKINS NORTH AMERICA
REV:09-19-12 JS
