Vice Mayor Gee said
that the exchange and land swap language are robust so that Council could act quickly
and he was pleased with that. He places a strong value on the property exchange
aspect. Another Council Member does not want to incur ongoing costs and found
sunset provisions a positive approach.
Mayor Aguirre appreciates the opportunity to have this discussion and the possibility of
being flexible when it comes to housing, parks, fields and other city property. Dr. Bell
said staff took note of the comments and will bring the Policy back for formal approval.
B. Recommended Process for Development of the City's Public Works
Corporation Yard and other Select City-owned Properties
Recommendation:
Authorize Staff to proceed with implementation of the recommended
procedures for private development of the Public Works Corporation Yard
and the other recommended properties. MINUTE ORDER 12-198
Mr. Bill Ekern, Director of Community Development, presented the report (presentation
on file). He noted that staff has been approached by the development community
regarding specific properties. He said this is an attempt to share opportunities with
Council and get direction on specific sites (five of them). Mr. Ekern covered each of the
sites and the possibilities associated with each one. He noted that some properties will
take a while to be disposed of due to the need for environmental impact reports and
other considerations. He noted that Council will have options regarding disposing,
leasing, etc. and these will be decisions before the City Council in the future. The
properties covered by Mr. Ekern included: Corporation Yard, Pine Street, Jefferson
Street, Altamont Road, and Bradford Street Properties. Regarding this last property,
there was a suggestion to temporarily use it for parking, since staff believes it would be
helpful for the short term.
One Council Member wants to do a full analysis of the options for the Woodside/101
interchange prior to considering selling the Corporation Yard property. Regarding the
Bradford site, this Council Member is supportive of making it public parking but not just
for Kaiser Permanente. This Council Member offered his full support of staff's
approach. Another Council Member supports this as well but does not want to lose
sight of the affordable housing options. She would like Kaiser to reach out to some
local businesses to get some support and maybe the City could invite these businesses
to be good corporate citizens.
Another Council Member spoke about specific lots that do not make sense for the city to
own and maybe it is time for the city to unload some of these. He would like to be
aggressive on releasing them and obtain the funds to make other things happen.
Another Council Member made remarks about the Altamont site and making sure staff
reaches out to the neighbors so it is well known the ownership will change. This
Council Member wants staff to do the homework on the Corporation Yard so that when
the right opportunity occurs the City Council can act on it like with Block 2.
JOINT CITY COUNCIUSUCCESSOR AGENCY BOARD October 8, 2012
MEETING MINUTES PAGE 10
