6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 22, 2012 <br /> SUBJECT <br /> General Services Agreement for Maintenance and Repairs of Sewage Pumps with <br /> Xylem Water Solutions USA, Inc. <br /> RECOMMENDATION <br /> Approve by Motion the General Services Agreement for maintenance and repairs of <br /> sewage pumps with Xylem Water Solutions USA, Inc. in the amount of $558, 718.00 for <br /> five (5) years service agreement. <br /> BACKGROUND <br /> The Sanitary Sewer System of the City of Redwood City has a total of thirty one (31) <br /> sewer pump stations to transfer sewage to the treatment plant. Each pump station has <br /> two (2) submersible sewage pumps. The submersible pumps are operating constantly; <br /> therefore, pump reliability is a vital part of the City's sewer collection system. The City <br /> standardized these pumps to Flygt submersible pumps. <br /> ANALYSIS <br /> Flygt pumps were selected because they are the most reliable and durable pump used <br /> in the City's collection system. Standardization reduces confusion related to a variety of <br /> pump makes and models, allows the City to use the same pump in all sewer pump <br /> stations, and enables the City to reduce its training needs and spare part inventory. <br /> The Flygt pumps are manufactured and serviced by the Xylem Water Solution USA, <br /> Inc.; a field distribution center is located in Fairfield, California. <br /> Sole Source Selection Justification <br /> Although other firms can provide repair services for these pumps, Xylem's distribution <br /> structure is such that those firms must purchase replacement parts exclusively from an <br /> authorized distributor. As a result, there is no appreciable cost savings or service <br /> performance benefit realized by the City from implementing a competitive bid process. <br /> The Redwood City Code, Chapter 2, Article VII, Section 2.76 "Grounds and Procedure <br /> for Suspension of Article Requirements" allows staff to solicit pricing from a single <br /> vendor in the event that the only material, equipment or supplies that are suitable are of <br /> a unique nature and available from a single source only. <br />
