6.4.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 22, 2012 <br /> SUBJECT <br /> Amending the Title and Article 1 of Chapter 33A relating to Special Events, Block <br /> Parties and Temporary Use Permits <br /> RECOMMENDATION <br /> Waive First Reading and Introduce an Ordinance Amending the Title of Chapter 33A <br /> and Article I of Chapter 33A of the Redwood City Municipal Code Relating to Special <br /> Events, Block Parties and Temporary Use Permits. <br /> BACKGROUND <br /> The City's provisions relating to block parties and other special events which may <br /> necessitate the closure of city streets is quite outdated and lacks sufficient detail to <br /> notify applicants of the requirements for these types of activities. Currently these <br /> sections of the Code do not contain clear conditions of approval for special events and <br /> other land use activities of a temporary nature that may adversely affect the public <br /> health, safety, and welfare. The intent of the new provisions is to ensure that these <br /> events and uses will be compatible with surrounding land uses, to protect the rights of <br /> adjacent residences and landowners, and to minimize any adverse effects on <br /> surrounding properties and the environment. <br /> ANALYSIS <br /> This proposed ordinance requires all persons desiring to hold a block party, special <br /> event or conduct a temporary use to obtain a permit from the City. The ordinance <br /> authorizes the City Manager to determine which department will process and approve <br /> the different types of permits. Generally the police department processes and approves <br /> permits for block parties, the Community Development Department approves some <br /> special event and temporary use permits and as does the City Manager's Department. <br /> A block party is a social gathering of neighbors for which the closure of the street is <br /> desired and may not be for a commercial or advertising purpose. Block parties may <br /> only be held in residential neighborhood and must be consented to by a majority of the <br /> residents fronting the street where the block party will be located. <br /> Special events are activities such as concerts, parades, circuses, fairs, festivals, <br /> community events or other temporary outdoor activities proposed to be conducted on <br /> public or commercial property with fifty (50) persons or more in attendance. These <br /> activities may only continue for six days or three week-ends, except in special <br /> circumstances, in which case the event may not continue for more than one month. <br />
