7.A. - Page 4 <br /> Boulevard and Jefferson Avenue between the western city limit and Alameda de las <br /> Pulgas (over 500 addresses). The meeting announcement was distributed through the <br /> Redwood City e-news list serve and was posted widely on a variety of online forums. <br /> Staff also contacted Redwood City Unified School District, SamTrans, San Mateo <br /> Community College District and Redwood City 2020 about the project. <br /> At that meeting, although concerns were voiced about how the new lane configuration <br /> could work, others also recognized that such changes could be an improvement to their <br /> community. With the feedback received at the meeting — both on preferred alternatives <br /> as well as adjustments to them, staff developed a conceptual design for the whole <br /> corridor. This conceptual design was taken back to the community for additional input at <br /> public open houses on September 25t" at Roy Cloud Elementary School and on <br /> October 3rd at City Hall. At those meetings staff received detailed design comments as <br /> well as more general comments about the project. A summary of the community <br /> comments is included as an attachment to this report. <br /> As was brought up at the June community meeting, there are lingering concerns that <br /> changing the roadway configuration either would not effectively address the <br /> community's concerns or would create unintended consequences (e.g. excessive <br /> congestion, unsafe driving). <br /> Pilot Proiect <br /> Staff considered Farm Hill Boulevard as an opportunity to vet this pilot program concept, <br /> because the street will receive a slurry seal coating in spring 2013. However, after <br /> further analysis, staff recommends that the City continue implementing the General Plan <br /> goals for safe streets on roadways with fewer issues of traffic volume and perception of <br /> radical change. There are other streets within the City that can also benefit from the <br /> modifications identified for Farm Hill Boulevard that are more likely to be less <br /> controversial and disruptive to residents and through-travelers. Funds that would be <br /> spent on this specific project can be used to implement the program on other streets <br /> staff will work to identify. <br /> ALTERNATIVES <br /> Council could direct staff to: <br /> • Implement the conceptual pilot project. <br /> • Pilot a shorter segment of the roadway (e.g. Emerald Hill Road to Alameda de <br /> las Pulgas), <br /> • Implement the alternative roadway configuration permanently with the slurry seal <br /> project (would be less expensive than a pilot), <br />
