Marianna Tubman said she lives in unincorporated North Fair Oaks and is also part of the Sierra Club's Loma Prieta group. She spoke in favor of less use of plastics. She expressed her thanks on moving ahead with this and would like to encourage the City to do outreach at North Fair Oaks festivals and the Fourth of July to not bring plastic bottles and styrofoam to public events. (110) Recommendations: Direct staff to prepare findings and a resolution denying the current application, on the grounds that after being on file with the City for three years, the developer has yet to submit a complete project description and the application remains inactive. If and when the developer presents a new and complete project application to the City, the City will determine whether and how to proceed on that application at that time. Mayor Aguirre made introductory comments about the process to date and since the applicant withdrew his application there will be no vote. She said the Ad Hoc Committee reviewed what is the best for the City. She asked for a brief overview from the Ad Hoc Committee even though there is no vote on this. She reminded everyone that in these Chambers, professional decorum is required and respect and courtesy are essential. She also noted that because there are a lot of speakers each person will be given two minutes and there will be no ceding of time.
