6.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 5, 2012 <br /> SUBJECT <br /> Professional Services Agreement with Infrastructure Engineering Corporation (IEC) for <br /> the design of the California Potable Water Tank, Pump Station, and Pipeline Project <br /> RECOMMENDATION <br /> Approve the standard form agreement for design services with Infrastructure <br /> Engineering Corporation (IEC) for the design of the California Potable Water Tank, <br /> Pump Station, and Pipeline Project for $385,339.00. <br /> BACKGROUND <br /> On October 10, 2011, the City Council accepted the Water System Master Plan Report <br /> and directed staff to move forward with specific recommendations and projects for <br /> future Council consideration. The Water System Master Plan forecasts improvements <br /> necessary to accommodate water demand by new and redevelopment activities <br /> anticipated by the city's General Plan; analyzes and identifies improvements for reliable <br /> performance during normal and emergency conditions, such as fires and earthquakes; <br /> and prioritizes capital improvements to the system for the next 20 years. <br /> ANALYSIS <br /> Proposed major improvements include constructing a water tank in the Emerald Hills <br /> area that will provide additional storage capacity to meet customer needs during normal <br /> operations and in emergency situations for the Easter Bowl, Easter Cross, and <br /> California zones. <br /> This priority project will construct a new 800,000 to 1 million gallon water tank including <br /> associated pipelines and pump station facilities. The project components are: <br /> • Construction of a water tank on a city-owned site at the corner of California Way and <br /> Tum Suden Way; <br /> • Replacement or repair of existing pipeline to connect the new water tank to the <br /> Easter Bowl and Easter Cross water tanks, both located up-slope of the project site; <br /> • Construction of a new pipeline between the new water tank and the new pump <br /> station on the project site; <br /> • Construction of a new 2,000 foot long pipeline from the new tank to an existing <br /> pipeline at Jefferson Avenue and Fallen Leaf Way; and <br /> • Replacement of an existing on-site pump station. <br />
