6.1.B. - Page 14 <br /> Consultant shall implement a methodical and detailed utility research standard procedure to <br /> obtain information from agencies that have utilities in the project area. This research program <br /> shall be implemented for each design project, beginning upon receipt of the Contract and <br /> continuing through completion of the final design. Consultant shall perform a "supplemental" <br /> utility research program for each design project that includes: <br /> • Upon authorization by the City, Consultant shall immediately contact USA Dig-Alert to <br /> obtain a pre-planning request which provides a listing of existing utility agencies within <br /> the project area. <br /> • Consultant shall establish one point of contact within its organization that will serve as <br /> "Project Utility Coordinator". This individual shall be responsible for tracking and <br /> documenting utility requests and responses throughout the project. <br /> • From the pre-planning list provided by USA Dig-Alert, Consultant shall contact utility <br /> agencies in or around the proposed work area to establish contact information and lines <br /> of communication. <br /> • Consultant shall mail via Certified Mail-Return Receipt Requested each utility agency a <br /> "Utility Notice of Planned Improvements" to formally request their system maps and <br /> record drawings. The first request may be general in nature and shall include a <br /> preliminary alignment and facility location. <br /> • Upon receipt of utility information, the Consultant's Project Utility Coordinator shall <br /> review it for completeness and responsiveness to the request. Follow up phone calls or <br /> in-person visits to agencies shall be performed as necessary. <br /> • Utilities shall be plotted (if not already plotted on the City-provided survey), followed by <br /> proposed facilities. Each agency within the pre-planning request area shall be sent a <br /> set of plans for conflict check at each submittal milestone. <br /> • Consultant shall document and track this process at each step. Consultant shall send <br /> agencies plans at each milestone regardless of whether or not there are conflicts, or <br /> conflicts have been resolved, due to potential changes that may occur to existing <br /> utilities, agency review personnel, and changes to the proposed plans. <br /> If existing utilities are in question following review of the field survey and supplemental utility <br /> research, Consultant may recommend potholing, subject to the City's approval, to confirm the <br /> location and depth of the utilities. Potholing shall be an optional task and appears at the end <br /> of this Scope of Services. <br /> TASK 3 — PRELIMINARY DESIGN (30% DESIGN SUBMITTAL) <br /> Consultant shall prepare a preliminary design layout and technical memorandum that is suitable <br /> as the basis for the development of the plans and specifications. The subtasks shall consist of <br /> the following: <br /> 1. Review the existing water distribution system and pump station functional <br /> status. Conduct a meeting with City Public Works Services and <br /> Engineering staff and perform a site visit to observe the existing piping, <br /> valves, meters, electrical, SCADA system, and downstream PRV to <br /> develop a full understanding regarding the use of the California Pump <br /> Station. <br /> 2. Review and verify the hydraulic analysis of the existing system prepared <br /> by West Yost Associates to confirm proposed design criteria, functions, <br /> and goals. Review the current configuration and operation of the pump <br /> station, including downstream and upstream connections and service <br /> areas, and provide additional recommendations to improve the system. <br /> Incorporate criteria, recommendations and findings into the proposed <br /> design.
