6.2.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 5, 2012 <br /> SUBJECT <br /> Establishment of the job classification of Geographic Information Systems (GIS) <br /> Coordinator <br /> RECOMMENDATION <br /> By resolution, approve the establishment of the GIS Coordinator classification and <br /> amend the City's classification and salary plan to include the GIS Coordinator <br /> classification. <br /> BACKGROUND <br /> In 1998, the City's Planning division, with the help of consultants, began development of <br /> a GIS mapping system incorporating land use data with aerials, zoning, engineering and <br /> other themes for use to provide important community development information to the <br /> public, and to conduct various studies and provide graphic displays for committees and <br /> the City Council. To address the need for additional support to handle continuous <br /> updates and incorporate additional layers of information for use by multiple City <br /> departments, the City recruited and hired a temporary, part-time support technician in <br /> 2007. As the need for technical support hours increased, the position was made <br /> permanent and classified as a full-time Engineering Technician. Over time, the GIS <br /> system was developed further, becoming more advanced and complex. As a result, the <br /> job duties of the Engineering Technician evolved to include data modeling, geo-coding, <br /> spatial analysis, computer application design, web-based mapping, and database <br /> development. The City also began efforts to provide its GIS services to other public <br /> agencies which included project coordination support from the Engineering Technician. <br /> ANALYSIS <br /> Due to the expanded duties performed on an on-going basis by the Engineering <br /> Technician, and the business need for the continued support for these expanded and <br /> more advanced duties, the City performed a classification audit and labor market study. <br /> The outcome of that study confirmed that the job duties performed by the Engineering <br /> Technician are outside the scope of the Engineering Technician classification. The City <br /> is proposing to create a new classification of GIS Coordinator and reclassify the <br /> Engineering Technician to the GIS Coordinator classification. The GIS Coordinator <br />
