EXHIBIT "A" <br /> <br /> SCOPE OF SERVICES <br /> <br />PROJECT TASKS <br /> <br />The RFP outlined five specific tasks for the selected consultant. We agree with all of <br />the elements in each task as listed, and wish to add the following comments and <br />amplifications: <br /> <br />Task I - Kickoff Meeting <br /> <br />Both John Koeller and Maureen Erbeznik will attend and participate in this all-important <br />kickoff meeting. We anticipate that the meeting will consist of a half-day in which we <br />jointly discuss and reaffirm with RWC staff the goals of the design effort, the RWC <br />limitations that should be considered in program design, and the process by which Task <br />2 will proceed. <br /> <br />Specifically, we will present (either in Powerpoint or another media suitable to RWC) <br />and/or cover the following items: <br /> <br /> · General historical background of toilet replacement programs in California: types <br /> of customer outreach and programs attempted; what has worked and what has <br /> not worked (and why); cost history; trends in freeridership; toilet fixture selection <br /> and "approved lists"; and any other issues that may influence the design of the <br /> RWC program. <br /> <br /> · Specific conditions within RWC that would influence the direction of a toilet <br /> replacement program, including housing demographics, customer interests, <br /> outreach choices, etc. <br /> <br /> · Solicitation of input from RWC staff in the form of open discussion of program <br /> alternatives and preferences. We view this portion of the meeting to be the best <br /> opportunity to brainstorm alternatives and discuss the elements of other past <br /> programs that RWC may find appealing. <br /> <br /> · Finally, we would begin to see a series of possible program "fits" for RWC that <br /> would form the basis for Task 2 analyses. The kickoff meeting would conclude <br /> with all parties leaving the meeting with an understanding of specific directions <br /> for Task 2. <br /> <br />Task 2 - Draft Toilet Replacement Plan <br /> <br />The heart of the assignment will be the development of a draft plan that recognizes and <br />incorporates the findings of Task 1 and, at the same time, satisfies the following stated <br />RWC program objectives: <br /> <br />· Maximize toilets replaced <br /> <br />Agreement over $10K 10 * Waived due to nature of work to be performed <br />City Attorney Approved Version 101003 Peter Igram, PWS Director <br /> <br /> <br />
