We have worked with California school
districts since 1985, providing demographic research for facilities changes,
including school openings and closures, as well as annual enrollment forecasts for
teacher hiring and budgets. We work with large and small districts, from San
Francisco Unified (about 60,000 students) to Albany Unified (about 3,000 students).
Palo Alto Unified and San Mateo Union High School District are among our long-
term clients.

It is our understanding that Redwood City would like an evaluation of the
enrollment and facilities impact the proposed Marina Shores Village development
would have on the Redwood City Elementary School District (RCESD) and Sequoia
Union High School District (SUHSD). A draft EIR stated an estimate of the
number of students that would result from the development. The school districts
are questioning those figures, and would like not only an estimate of the number of
students from the project, but also an evaluation of the districts' ability to
accommodate the additional students in existing facilities.

We propose to provide a student yield study that estimates the number of students
from the proposed Marina Shores Village development, an enrollment forecast for
each school district that includes the students from the proposed development, and
a facilities evaluation. We have two optional analyses.

Student Yield Study, Part 1
We have performed detailed student yield studies for many school districts in the
greater San Francisco Bay Area. We have measured student yields over time from
a wide variety of housing types, by age of housing and length of ownership. We
have also measured yields from housing in many types of school districts (and have
found that a district's reputation has a big influence on yields, so we will take this
into account in our analysis).
