Powers and Associates (DJP&A) is pleased to present to you this proposal for the <br />preparation of an Initial Study/Draft Negative Declaration (IS/ND) for the proposed Fair Oaks Soccer <br />Field Lighting project. The IS/ND will satisfy the requirements of the California Environmental <br />Quality Act (CEQA) and the regulations of the City of Redwood City. This scope of work assumes <br />that the project will include all mitigation measures necessary to reduce impacts to a less than <br />significant level. By doing this the project will be eligible for a Negative Declaration. In the event <br />the project will result in impacts that cannot be mitigated, or the project does not include the <br />necessary mitigation, then an Environmental Impact Report (EIR) will be required. DJP&A could <br />prepare the EIR under a separate scope and budget. <br /> <br />The project proposes night lighting at an existing soccer field. The soccer field is located on the <br />southwest quadrant of the Fair Oaks/Hampshire Avenue intersection, in an unincorporated area <br />of San Mateo County just south of Redwood City. Under existing conditions, the field is used <br />during the daylight hours all year long. The lighting of the soccer field will extend the hours of <br />play on the field to 10:00 PM throughout the year. The lights will be turned offby 10:30 PM. <br /> <br />SCOPE OF WORK <br /> <br />The IS/ND will include a project description, a discussion of the project's consistency with the City <br />of Redwood City General Plan, a description of the existing environmental setting, and an <br />environmental checklist, based on the form included in the State CEQA Guidelines. Each impact <br />identified in the environmental checklist will be addressed, including a discussion of its potential <br />significance and proposed mitigation measures to reduce the impact, if necessary. It is anticipated <br />that the primary issues to be discussed will include land use, aesthetics, lighting, noise, and traffic <br />and parking.
