Mr. Peter Vorametsanti <br />Fair Oaks Soccer Field Lighting Project <br />August 26, 2003 <br />Page 2 <br /> <br />Project Description <br /> <br />The IS/ND will describe the proposed lighting project, based upon information provided to DJP&A <br />by the City of Redwood City. This section will describe the elements of the proposed lighting <br />project, as well as describe the types of evening soccer games that will occur throughout the year. <br />The IS/ND will contain maps, photographs, tables, and other graphics, as needed, to illustrate and <br />summarize information presented in the IS/ND. <br /> <br />Land Use <br /> <br />The project site is located in a residential neighborhood. The IS/ND will describe the land uses <br />surrounding the project site and the potential for the field lighting to result in land use compatibility <br />conflicts with the surrounding residential uses. Mitigation measures will be identified for significant <br />land use impacts, if necessary. <br /> <br />Aesthetics <br /> <br />The field lights will be elevated above the ground and will be visible when illuminated. The poles <br />and light racks will also be visible during the day. The IS/ND will describe the existing visual setting <br />of the project area and will evaluate the aesthetic impacts of the proposed field lighting. Mitigation <br />measures will be identified for significant aesthetic impacts, if necessary. <br /> <br />Lighting Impacts <br /> <br />When in use, the proposed project will incrementally increase light levels adjacent to the soccer field. <br />The IS/ND will describe existing ambient light levels in the project area and will evaluate the <br />lighting impacts of the proposed project, based upon a lighting impact assessment to be prepared <br />under separate agreement by Athletic Recreation Services, and provided to DJP&A. The lighting <br />study will identify the existing ambient light levels in the project area and evaluate the level of spill <br />light cast by the proposed lighting. Mitigation measures will be identified for significant lighting <br />impacts, if necessary. <br /> <br />Noise <br /> <br />The proposed project will increase noise levels in the project area during evening soccer games. The <br />IS/ND will describe the potential for the project to result in significant noise impacts, based upon a <br />noise analysis to be prepared by Illingworth & Rodkin, acoustical consultants. The noise study will <br />measure the existing noise levels in the project area during an existing daytime game and during the <br />evening when the field is not in use. This data will be used to evaluate the noise increase expected to <br />occur during an evening soccer game, as a result of the proposed field lighting. Mitigation measures <br />will be identified for significant noise impacts, if necessary. <br /> <br />Traffic and Parkin~ <br /> <br />The proposed project will increase traffic in the project area before and after evening soccer games. <br />The IS/ND will describe the traffic and parking impacts of the project, based upon a traffic and <br />parking analysis prepared by Fehr & Peers, Inc., transportation consultants. Preparation of the <br />traffic and parking analysis will include a field visit on a typical weekday evening (5 PM - 8 PM) <br /> <br /> <br />
