MAYOR AND CITY COUNCIL <br /> <br /> FROM THE CITY MANAGER <br /> <br />January 5, 2004 <br /> <br />Subject <br />Cooperative Agreement for the Purchase and Maintenance of Mobile Training Simulators. <br /> <br />Recommendation <br />Council approves the participation of the Fire Depadment in the Cooperative Agreement. <br /> <br />Background <br />This agreement provides for Redwood City Fire Department's participation in the regional use of <br />three mobile live-fire firefighting props. In previous years, Redwood City has partnered with <br />neighboring fire departments to rent portable training facilities to provide periodic live-fire training <br />for our fire fighters. The private provider of these services rented us the Mobile Live Fire Trainer <br />and the required staffto train our fire fighters in actual interior firefighting conditions. The <br />agreement attached to this report is a cooperative agreement between fire depa~hnents in San <br />Mateo County to now provide the live fire training by using Grant Funded live-fire training props. <br /> <br />In 2002, the Brisbane Fire Department applied to the Federal Emergency Management Agency for <br />a grant to fund the construction and purchase of three portable live fire trailers and one command <br />training trailer. The Grant Application was funded and the purchase and delivery process has <br />started. The costs of purchasing, using and maintaining the equipment will come from money <br />already in the Fire DeparUnent budget that is allocated for training activities. The cost per use is <br />lower than the previous rental rates, so the net effect will be that now the Fire Department will be <br />able to use the existing funding to increase the number of fire fighters that can participate in this <br />training. <br /> <br />The attached Cooperative Agreement has been reviewed as to legal form only by the Redwood City <br />City Attorney. <br /> <br />Alternative <br />None <br /> <br />Fiscal Impact <br />The Fire Department budgets for this type of training yearly.
