' , General TR <br /> , SCHEDULE A <br /> Gx�vT No: TR1301 <br /> GRANT DESCRIPTION PAGE 1 <br /> PROBLEM STATEMENT <br /> The City of Redwood City does not possess adequate means to identify locations with a high incidence of <br /> collision and changing traffic patterns, or to analyze these locations and patterns in a timely and efficient <br /> manner. Our agency does not have an automated traffic records system which can be efficiently utilized to <br /> pinpoint and analyze high collision locations,thereby correlating these statistics to traffic controls or needed <br /> traffic safety improvement. Traffic engineering and police staff must compile information by labor intensive <br /> methods because of the limitations of current resources. The inability to work with timely collision data when <br /> attempting to identify and address traffic safety issues has severely limited the ability of both the traffic <br /> engineering and the police department's personnel to proactively address critical traffic safety issues within our <br /> jurisdiction. <br /> PERFORMANCE MEASURES <br /> GRaIVT Goai,s <br /> 1. To reduce the number of persons killed in traffic collisions. <br /> 2. To reduce the number of persons injured in traffic collisions. <br /> GRANT OBJECTIVES <br /> 1. To reduce the time it takes to identify high collision locations,produce special and statistical analyses, and <br /> collision reseaxch from 150 hours to 30 hours. The corresponding salary savings are to be tracked and <br /> reported. <br /> 2. To provide the ability to generate and disseminate daily, weekly, monthly or annual activity reports by <br /> September 30 of each grant year. Reports should be customizable and contain data relevant to traffic <br /> enforcement and/or traffic engineering activities. <br /> 3. To implement a software application to provide a report identifying the number and severity of collisions <br /> occurring at the 10 most critical locations. <br /> 4. To utilize a software program which includes the ability to correlate collisions with components such as <br /> roadway design, signal timing, visibility, traffic volumes, weather conditions and other relevant factors not <br /> within the control of the drivers. <br /> 5. To establish regular meetings between the Police Department and the Department of Public Works to share <br /> the collected traffic related data. <br /> 6. To enable the secure and confidential exchange of collision data between agencies. <br /> 7. To ensure the network system includes a relational database management system(RDMS) for storing and <br /> processing data. <br /> 8. To identify 3 high traffic collision locations to be improved, scheduled for improvement or recommended <br /> for improvement. <br /> 9. To increase the number of traffic collision locations analyzed from 0 to 10 <br /> OTS-38b(Rev. 8/09) <br />
