Depa,~,,ent Original Program Changes Revised 03-04 % of change
03-04
Community $5,235,901 (405,946) 4,829,955 -7.75
Development
Services

Service Impact: Longer response times for re!nor nuisance complaints (weeds, animals, fences and signs)
and delays in response to traffic complaints a~ the result of the elimination of a Code Community Sen/ice
Officer and Assistant Engineer position.

Department Original Program Changes Revised 03-04 % of change
O34)4
Finance $5,693,317 (187,344) $5,505,973 -3.29

Service Impact: Less ability to review transactions, greater response time on financial inquiries and less time
available for proactive projects as the result of the reduction the equivalent of .60 FTE (Senior Accountant and
Payroll Technician).

Department Original Program Changes Revised 03-04 % of change
03-04
Fire $12,846,070 (576,828) $12,269,242 -4.49

Service Impact: In addition to the following information, a more detailed report on the reduction in the
assigned staffing by one firefightar per shift will be given to Council.
· A reduction from five to four staff on the fire truck.
· When more than three fimfighters are off duty, one engine company has been placed out of sen/ice. The
truck company continues to respond to that engine company's medical emergencies, which represent
70% of all emergency responses. It is anticipated that this condition could occur approximately 60 days
dudng the entire year.
· An engine company out of service will cause some delays in responding to some areas of the City, and
will cause some delays in obtaining the total number of firefighters at a fire scene. Neither of these delays
are seen as creating a life-threatening situation at this time.
· Automatic aide agreements with other cities will also be affected. Assuming other fire depa~l,~ents take
similar actions, all cities might experience ,an increase in automatic aide requests.
· No attendance at conferences such as the Westem Fire Chiefs or Uniform Code Conference resulting in a
loss of new information and knowledge.
· New software upgrades and associated professional work will be limited to emergencies only and
replacement of computers will be extended possibly resulting in more down time and loss of productivity.
· The life span of personal protectNe equipment was extended within OSHA guidelines.
· The vacant half-time plan checker position was eliminated resulting in longer tum around times and less
time available for field inspections.
· Development opportunities have been impacted by a twenty-five percent denial of requests for outside
education or training.

· Page 3
