6.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> November 19, 2012 <br /> SUBJECT <br /> Award of Contract — EI Camino Real Storm Drain & Water Main Rehabilitation Project <br /> (Near James Avenue) <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the EI Camino Real Storm Drain & Water Main Rehabilitation Project (Near James <br /> Avenue) to Valentine Corporation of San Rafael, CA for their responsive and <br /> responsible low base bid of $119,950.00 and authorize the City Manager to increase the <br /> contract amount, if necessary, up to 10% of the amount awarded. <br /> BACKGROUND <br /> Redwood Creek and its tributaries, collectively comprised about 8 miles of waterway, <br /> traverse across much of Redwood City, from the hillside to downtown and out to the <br /> Bay. The section of about 200 feet of corrugated metal pipe that crosses under the <br /> Sequoia High School property near the corner of James Avenue and EI Camino Real <br /> was installed prior to 1967 and has been gradually degrading over time. In early <br /> November, 2011, there were water main breaks in a nearby water line. One possible <br /> cause for the water main breaks is thought to be the undermining of the water main <br /> from a leak in the storm drain pipe. Rehabilitation by slip-lining of the storm drain will <br /> help to prevent further damage to the adjacent water system. <br /> While the water system was fixed as an emergency repair in November 2011, additional <br /> rehabilitation, including the addition of an isolation valve and several anodes for <br /> Cathodic protection will be added with this project. The additional valve will allow for <br /> maintenance of the existing pipe with fewer service disruptions, and the additional <br /> anodes will increase the service life of the existing pipe by slowing the corrosion <br /> process. <br /> The water main is under the sidewalk at this location, and when the emergency water <br /> main repairs were completed, the sidewalk was removed and replaced with a temporary <br /> sidewalk. As part of this project, the temporary sidewalk will be removed and replaced <br /> with a permanent, concrete sidewalk. Some minor pavement repairs on EI Camino <br /> Real will also be completed as part of the project. A Caltrans permit has been obtained <br /> for work within the Caltrans right of way. <br />
