6.1. C. - Page 2 <br /> ANALYSIS <br /> Plans and specifications were prepared by City staff. The project was advertised for <br /> public bidding on September 12, 2012 and bids were opened on October 3, 2012. <br /> Five (5) bids were received and are summarized in the table below. <br /> Bidder Total Bid <br /> Valentine Corporation $119,950.00 <br /> K J Woods $124,000.00 <br /> D&D Pipelines $128,500.00 <br /> Redwood Engineering Construction $137,200.00 <br /> J Howard Engineering $147,589.00 <br /> Engineer's Estimate $100,000.00 <br /> The low base bid of $119,950 submitted by Valentine Corporation is approximately 20% <br /> higher than the engineer's estimate of $100,000. Based on feedback from the bidders, <br /> the higher cost is because the project incorporates two distinct types of construction — <br /> storm drain (slip-lining) and water main (open-excavation). Mobilization efforts for this <br /> project are increased because of the two distinct types of construction. Based on the <br /> above analysis, staff believes that the low base bid is reasonable and responsive, and <br /> recommends awarding the contract to Valentine Corporation. <br /> ALTERNATIVES <br /> Council may choose not to award the proposed contract and direct staff to reject all <br /> bids; redesign the project; and/or offer this project again for public bid. If assumptions <br /> of storm drain leakage undermining the soil stability of the water main are true, then <br /> delaying project construction may result in water main breaks this winter. <br /> FISCAL IMPACT <br /> Funds are available in the Capital Projects Fund -- Storm Drain Systems account which <br /> has an available balance of $2,400,000 as of September 30, 2012. <br /> ENVIRONMENTAL REVIEW <br /> The proposed project is considered categorically exempt from the requirements of the <br /> California Environmental Quality Act Guidelines pursuant to Article 19, Section 15302, <br /> Class 2, "replacement or reconstruction of existing utility system and/or facilities <br /> involving negligible or no expansion of capacity". <br />
