D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> November 19, 2012 <br /> SUBJECT <br /> Professional Services Agreement with CDM Smith for transportation consulting services <br /> to update the downtown parking program <br /> RECOMMENDATION <br /> By motion, 1) approve an Agreement with CDM Smith, in the amount of $165,000.00, to <br /> provide transportation consulting services for the downtown parking program and 2) <br /> authorize the City Manager to execute the Agreement. <br /> BACKGROUND <br /> Redwood City is currently experiencing a great deal of growth in its relatively small <br /> downtown area. Some of the anticipated development will remove public, surface <br /> parking lots from the overall parking supply during construction. <br /> The current parking program was introduced in 2005 during the redevelopment of <br /> Redwood City's downtown which built the "On Broadway" retail-cinema complex and the <br /> Jefferson Garage. When initiated, Redwood City's downtown parking program was seen <br /> as a model program for its use of demand-based pricing. The parking program's <br /> overarching goal at that time was to accommodate the new parking patterns brought <br /> about by the opening of the retail-cinema project; including an increase in the number of <br /> parkers and increased parking demand during evenings and on weekends. <br /> However, the parking program no longer functions as originally intended and current <br /> policies no longer meet the needs of the community: staff receive reports that parking <br /> spaces are not readily available during peak parking periods; requests for monthly <br /> parking permits are at capacity and permit holders are not able to find parking spaces; <br /> and there is uneven use of our parking facilities. Program operations and administration <br /> are inefficient for staff and cause dissatisfaction for customers because of the user <br /> interface and/or unwarranted ticketing. <br /> ANALYSIS <br /> Staff issued a Request for Proposals (RFP) to seven transportation consulting firms. <br /> Three teams responded to RFP. The proposals were scored according to the following <br /> criteria: 1) project understanding, 2) project approach, 3) schedule, 4) qualifications, and <br /> 5) staffing plan. The CDM Smith team's proposal was the highest rated proposal. As <br /> such, staff recommends that CDM Smith be retained to perform the operational and <br /> programmatic review of the Redwood City downtown parking program. <br />
