EXHIBIT "A" <br /> SCOPE OF SERVICES AND TIME SCHEDULE <br /> PROJECT DESCRIPTION: <br /> Analysis and evaluation of existing issues, future demand and policy tools related to the <br /> downtown parking program. <br /> SCOPE OF WORK: <br /> Task 0.0 Project Management and Communication <br /> Consultant shall maintain a sound working relationship between the team, the City, and project <br /> stakeholders during the course of the project. This task includes project management activities <br /> and the scoping process required to define further phases of the project and develop a clear, <br /> common understanding of goals and objectives. Consultant shall remain highly accessible and <br /> shall proactively maintain clear communications during the course of the contract. Consultant <br /> shall be responsive to the City's project manager regarding project management activities so <br /> that mid-course modification, if appropriate, can be made as the work effort progresses. <br /> Consultant shall hold a kick-off meeting with the members of City staff to: <br /> i) discuss and review the proposed project strategy, scope of services, project milestones, <br /> and schedule to ensure that they meet project objectives and that they are clearly <br /> understood; <br /> ii) establish a clear understanding of project team services; <br /> iii) clarify each project task and establish responsibilities, reporting, coordination and <br /> logistical procedures; <br /> iv) obtain key project data and documents; and <br /> v) perform project area reconnaissance with city staff. <br /> Task 0.0 Deliverables <br /> • Kick-off meeting <br /> • Submit updated work plan/revised scope within one week of kick-off meeting <br /> • Monthly progress reports <br /> • Conference calls as needed <br /> Task 1.0 Baseline Conditions <br /> Task 1.1 Data Collection <br /> The data collection task is fundamental to all other aspects of the parking study and proper data <br /> collection is a prerequisite for understanding current parking issues in the downtown, projecting <br /> future demand, and analyzing new policy tools. Based on the study's objectives, Consultant <br /> shall collect data as described below. <br /> 1.1.1 Inventory <br /> Within the City of Redwood City's Downtown Meter Zone (as defined in the City of Redwood <br /> City's Code of Ordinances, Chapter 20, Article VII, Division 4, Section 20.166), Consultant shall <br /> confirm the City's on and off-street parking inventory noting any changes that may have <br /> occurred due to recent development or streetscape improvements.
