"Ail Items" Index plus ten percent of the net percentage change <br />of the "Gasoline" Index. All percentage changes are to be <br />computed as the difference in index value as of July 1st of a <br />particular year (or the next preceding month that an index is <br />available) prior to the rate modification date divided by the <br />index value for the next preceding rate modification date. <br /> <br /> "As soon as possible after July 1st of a particular year, <br /> <br />but not later than September 1st of that year, Company shall <br />send a comparative statement setting out for both the "All Items" <br />Index and the "Gasoline" Index (i) the index value for July 1st <br />of the next preceding year; (ii) the index value for July 1st <br />of the current year; (iii) the net percentage change in such <br />indices; (iv) the composite percentage change equal to 90 percent <br />of the net percentage change in the "All Items" Index plus ten <br />percent of the net percentage change in the "Gasoline" Index; <br />and (v) the proposed increase or decrease in the rates to be ~ <br />charged to reflect such percentage change. Prior to ~ ls <br />of a particular year, City shall adopt such rates subject to <br />revisions as provided in this paragra~h~j~ ~,,~, <br /> <br /> "City, on or before ~ 1, l~82,~and ior each three-year <br />period thereafter that this agreement is in force, shall be <br />empowered to employ at Company's expense an independent rate <br />analyst to review operating ratios. In the event the ratio <br />of operating exPense to service revenue is in excess of 87.5 <br />percent, City shall, within 60 days after receipt of the analysis, <br />adopt rates that will maintain the 87.5 percent ratio. In <br />the event the operating ratio is below 85 percent, City shall, <br />within' 60 days after receipt of the analysis, adopt rates that <br />will maintain the 85 percent ratio.
