RESIDENTIAL CURB, SIDE YARD WASTE <br /> COLLECTION lnd GI::)MPO T1NG <br /> <br /> EXECUTIVE SUMMARY <br /> <br />As we stated in our original proposal, BFI has performed extensive reseamh and <br />investigation of various residential yard waste collection and composting <br />programs to deteh¢Jine the most efficient and economical and environmental <br />approach for the South Bayside Transfer Station Authority Joint Powers Authority <br />(JPA). <br /> <br />BFI recognizes that the JPA is eager to launch a yard waSte collection and <br />composting program in order to reduce waste and to meet the goals of AB939, <br />the state legislation that requires cities and counties to divert 25 percent of their <br />solid waste from the landfills by 1995 and 50 percent of the wastestream by the <br />year 2000. Yard waste collection and composting will play a significant role in <br />meeting these goals, combined with other recycling programs and source <br />reduction. BFI can implement a program for the JPA jurisdictions within nine <br />months after final authorization to do so. <br /> <br />Our investigation of current programs continues to prompt us to <br />propose this operational design: <br /> <br />* Implement bi-weekly collection of yard waste and alternate collection <br /> weeks with the pickup of recyclables from our current curbside <br /> recycling program. This woulcl be designated as "Environmental Day" <br /> in our promotion and public education. Under this program, a customer <br /> would leave out yard waste on a designated day one week and other <br /> recyclables on the same day the following week. <br /> <br /> <br />
