* For persons who want to compost their own yard clippings and yard
waste, BFI will promote the County of San Mateo's backyard
composting program. There is detailed information about this program
contained in the proposal,

BFI is proposing this "Environmental Day" program for the
following reasons:

[] Minimizes the number of vehicles in residential areas, thus reducing
safety and traffic concerns.

[] Minimizes yard waste contamination with extra garbage that customers
put out; yard waste is "contaminated" if it contains "garbage;"
contamination means we cannot recycle the yard waste and count it
toward diversion goals.

[] Maximizes a cost efficient route collection.

[] Creates opportunity for heightened public awareness and education
programs.

[] Maximizes accurate collection and reporting of recycling data for AB939
goals.

In most instances, "Environmental Day" will fall on a day other than a customers
regular "garbage day." Approximately 70 percent of our customers have backyard
pickup of their garbage, and will need only to remember to take out their
recyclables/yard waste to the curb once per week. BFI will provide customers with
a calendar for their collection day and rotating weeks for yard waste and curbside
recyclables. OUr experience demonstrates that participation rates are not
diminished when collection days for separate material streams differ. For example,
in Burlingame BFI has picked up yard waste from customers on days other than their
regular garbage collection day for several years. This yard waste collection program
boasts a 60 percent participation rate on any given collection day with an average
of 63 pounds of matedal collected per eligible residence per month.
