Menlo Park and Atherton, we have been collecting curbside recyclables on a bi- <br />weekly basis for several years. The recent report by Brown Vence and Associates <br />(BVA) also strongly recommended 'a bi-weekly rotation collecting recyclables and <br />yard waste. <br /> <br /> Method of Collection <br /> <br />To service the participating cities within the JPA, we will utilize 12 two-person <br />rearloader routes servicing 45,000 customers each week; these crews will pick up <br />yard waste that customers leave in their own cans or aerated carts they may rent. <br />Existing personnel and equipment will be used to perform the yard waste collection <br />program. These personnel will be transferred from current solid waste collection <br />routes; with effective yard waste and curbside recycling programs, customers will be <br />leaving out less garbage. As a result, personnel transfers can be achieved so that <br />the new yard waste collection program can be implemented without an overall <br />increase in personnel. <br /> <br />The following yard waste materials will be accepted for land <br />application and composting: <br /> <br /> 1) grass clippings 2) brush and tree trimmings <br /> 3) vegetative pruning 4) leaves <br /> <br />The volume of yard waste will be measured in tons by jurisdiction, recorded by BFI <br />and submitted to the JPA to be applied toward AB939 goals. <br /> <br />Compost Facility <br /> <br />The 13.6-acre Ox Mountain Composting Facility (OMCF) will be a state-of-the-art <br />facility that will be designed, pe=,~itted and constructed to accept yard waste in the <br />short term. The operations area of the facility will have an all weather surface to <br />ensure complete environmental compliance with all the surface and groundwater <br />regulations, premium product quality, and maximum opportunity of the program to <br />include in the future, biosolids, source separated organic waste. <br /> <br /> 3 <br /> <br /> <br />
