Based on the figures presented in the SRRE prepared for JPA jurisdictions, and our
own experience, BFI is projecting incoming volume of 70,200 tons per year, or
approximately 280,800 cubic yards. Facility operations will be. capable of handling
an initial flow of 270 tons per day.

Before the OMCF is permitted and operational, BFI proposes to mulch the yard
waste for use as Alternative Daily Landfill Cover (ADC) as pem~itted by state
regulations, on-site erosion control and off-site land application. This will enable the
JPA to receive "diversion" credits after the ADC pilot program is completed in 6
months and before the OMCF is fully operational.

Product Marketing

The success of the composting industry nationwide, and composting in San Mateo
County, is entirely dependent upon the development of compost markets and
knowledgeable sales organizations and customers. BFI clearly understands the
importance of completing the recycling "loop" and will aggressively apply its
marketing resources and experience to the sale of the finished product
manufactured at the OMCF. BFI has extensive experience in marketing recycled
soil products, mulches and horticultural supplies. In 1994, BFI will sell or distribute
in excess of one (1) million tons of product nationally. The national division, "BFI
Organics," a distinct operating entity within the BFI family, has approximately 30
processing, composting and/or bagging operations.

BFI has prepared a detailed product marketing plan as described in Section VI. In
the San Francisco Bay Area, BFI has already developed a significant sales effort
and customer base for compost products. This bay area sales effort has moved
40,000 tons of product to date with a growing customer base. The Ox Mountain
Compost Facility is ideally located in close proximity to potential users of our planned
compost products.

In summary, BFI's program will:

* Be efficient and cost-effective for residential customers
* Enable the cities/county to receive additional
diversion toward AB939 goals
* Successfully market the compost/mulch products

4
