METHOD OF COLLECTION <br /> <br />BFI estimates that 90,000 residences will be serviced in the yard waste collection <br />program. The most cost-effective method of providing yard waste colleCtion <br />service is on a bi-weekly basis. BFI 'q'he Recyclery" has been collecting <br />recyclables in the JPA cities for the past five years. The Recyclery has found that <br />bi-weekly collection which is done in three jurisdictions has resulted in a higher <br />percentage of set-outs and more pounds of material per houSehold. The City of <br />Burlingame has had twice-a-month pickup of yard waste for several years with a <br />60% set-out rate that averages approximately 63 pounds per month per <br />household. The city has not had a problem with odors or decomposition dudng <br />this program. By collecting yard waste and recyclables in cities on alternate * <br />weeks, BFI would also be able to cut down on diesel emissions, noise pollution, <br />and traffic congestion in city neighborhoods. <br /> <br />BFI will provide curbside collection of residential yard waste bi-weekly with twelve <br />(12) 2-person routes servicing approximately 750 homes per day. BF! will use <br />20-yard leach rear-loaders equipped with cart dumpers and dual ddve mounted <br />on Ford chassis. The anticipated decrease in residential solid waste and the <br />innovative saturated muting program will enable BFI to use current employees <br />and equipment for yard waste collection. <br /> <br />Prior to start-up of the yard waste collection program, BFI will provide each <br />customer with large self-adhesive labels to be placed on cans reserved for the~ <br />disposal of yard waste material. This label will read "YARD WASTE ONLY" in <br />large letters. This method has worked with great success in the City of Palo Alto. <br />Customers will be able to utilize cans which would have been used for garbage <br />collection. Specially designed 64 or 96 gallon aerated carts will also be available <br />to customers for a monthly rental fee. <br /> <br />The key to a successful composting program is eliminating the amount of <br />contaminants in the yard waste. Before the collection program begins, BFI will <br />launch a comprehensive education program to show our customers what can and <br />cannot be collected for composting. BFI will achieve this through public media <br />such as local newspapers and also in its quarterly newsletter. <br /> <br /> <br />
