OX MOUNTAIN COMPOSTING FACILITY
PROCESSING DETAIL

PROCESSING SITE

BFI has designated Ox Mountain Landfill as the site for a proposed composting
facility that would accept yard waste from the cities in the JPA service area. Ox
Mountain Composting Facility (OMCF) is located at 12310 Highway 92, Half Moon
Bay, Ca!ifomia. The site at Ox Mountain designated for the composting facility is a'
13.69 acre area at the Northeast comer of the landfill property.

BFI is proposing a well designed facility which incorporates environmental
safeguards into technologically proven composting process. The operational areas
of the facility are paved to ensure complete environmental compliance with all
surface and groundwater regulations, premium proauct quality, and maximum
opportunity of the program .to include biosolids and source separated municipal
organic waste.

BFI has experience in meeting demanding regulatory specifications through rigorous
process control at composting facilities in order to ensure a top quality compost
product and maximum odor contn31 throughout the process. Product quality is by far
th® most important element in the marketability of the finished product. BFI has
emphasized quality control at every point in the composting process in our programs
elsewhere.

Design Criteria

Based on the figures presented in the SRRE prepared for JPA jurisdictions, and our
own experience, BFI has used the following criteria to design this operation:

[] Initial annual incoming volume of 70,200 tens per year (TPY) or approximately
280,800 cubic yards.

[] Facility operations will be capable of handling an initial flow of 270 tons per
day (TPD).
