[] The facility provides a minimum of 3 days of incoming matedal storage/drying <br /> capacity. <br /> <br />[] The facility provides 90 days of finished compost storage. <br /> <br />[] The faci.lity is designed to operate 5 days per week, 52 weeks per year. <br /> <br />[] The facility will create consistent, premium quality compost to meet product <br /> market specifications. <br /> <br />BFI proposes to utilize the mechanically aerated windrow method of composting. <br />Properly managed, this method is the most proven, cost effective means of <br />composting the proposed feedstock. <br /> <br />Site Design <br /> <br />The site will be developed as depicted in Drawing A-I. 11 acres will be developed <br />to accommodate the incoming yard waste of 270 TPD. 2.69 acres adjacent to the <br />operations site may be used at a later date for increased storage of the finished <br />compost as needed. An existing landfill scale located at the entrance of Ox <br />Mountain Landfill will be utilized as well as existing landfill scale personnel. <br /> <br />The windrow composting area will be paved with at least 5 inches of Type-A <br />asphactic concrete. The concrete will lie on top of at least 6-inches of Class 2 <br />aggregate. The base will be compacted earthfill (r-Value>50)..The paved area will <br />drain from east to west with a 1% grade into a retention pond for surface water <br />control. <br /> <br /> The facility is designed to meet environmental specifications for biosolids, although <br /> it is not proposed to accept biosolids in the initial phase of pe=¥~itting and operation. <br /> BFI's composting recipe would allow for 10-20% biosolids to be added to the yard <br /> waste without requiring major facility upgrades. <br /> <br /> 2 <br /> <br /> <br />
