Identification of Specific Markets <br /> BFI is uniquely situated to provide stable product distribution rates and diversion <br /> credits dudng the start-up phase of OMCF. As a result of on site product needs and <br /> synergy with its landfill siting, the program will never lack outlets for product, despite <br /> the fluctuating markets anticipated during the fi~s~ two years. <br /> <br />BFI ha-~ investigated and penetrated the local and regional, compost market, <br />including landscapers, nurseries, bulk users and others. We have also assessed our <br />on-site nc, ccls. Based on our experience we have divided the sales plan into two <br />phases. Phase I is the period before composting permits have been secured. <br />Phase II begins when active composting is permitted on the premises and is <br />anticipated to be approximately 18 months from JPA approval. BFI has targeted a <br />blend of on site uses, landscapers, numedes, governmental departments, and <br />commercial growers. <br /> <br />Marketing Timeline <br />Phase I <br />Until composting is permitted the facility will be capable of producing several grades <br />of ground product. At the modeled process rate of 270TPD after collection has <br />peaked, various grades of mulch will total no more than 70,000 tons per year. BFI <br />has assumed this high throughput case and developed marketing plans to <br />accommodate it. The following product split is anticipated: <br /> <br />On Site Erosion Control Mulch - Currently 30 acres of disturbed soil outside of the <br />landfill cell at the Ox Mountain Landfill require erosion control maintenance. <br />According to existing erosion control specifications for woody and green waste <br />mulch it would be appropriate to apply coarse mulch to this surface for a lasting <br />erosion control blanket while vegetation comes in to assist in stabilization. <br />Approximately 8,200 tons of material or about 12 percent of maximum production is <br />required. This recycled product will substitute for hay mulch and hydroseeding. No <br />regulatory approval is required. <br /> <br />Landscape and Agricultural Mulch - Sales efforts will be directed towards maximizing <br />this customer segment during the first year with a target of 15,000 tons per year. <br />This is about one third of the 42,000 tons per year of partially composted mulch/soil <br />amendment which BFI anticipates distributing during Phase I1. No regulatory <br />approval is required. <br /> <br /> 10 <br /> <br /> <br />
