IiiU Systems-

~ M~teo Disttk:l

March 28, 1995

Mr. Rahn Becker
Finance Director
City of Burlingame
501 Primrose Road
Burlingame, CA 94010-3997

RE: BFI's Yard Waste Proposal / Le_n_er of Intent

Dear Rahn:

I am pleased to submit BFI's letter of intent to the South Bayside Transfer Station Authority Joint
Powers Authority (SBTSA). I remain confident that our letter addresses key points necessary for
the SBTSA decision to start the program~
~2..

As we stated in our original proposal, BFI has done extensive research and investigation of
various residential greenwaste/yard waste collection programs to decide the most economical,
efficient and environmental approach for the SBTSA.

BFI recognizes that many cities are eager to launch a yard waste collection program became of
AB939, the state legislation that requires cities and counties to divert 25 percent of their solid
waste from the landfills by 1995 and 50 percent of the waste stream by the year 2000. Yard waste
collection can play a sLtmificant role in meeting these goals, combined with other recycling
programs and waste reduction. BFI can implement a curbside greenwaste program within six
months after final authorization to do so.

As stated in BFI's August 15,'1994 J'PA Yard Waste Proposal, our operational design:

· Implement bi-weekly collection of yard waste and rotate the collection weeks with the
pick-up of recyclables from our current curbside recycling program. ThLq would be
designated as '!Environmental Day" in our promotion and public education. Under this
scenario, a customer would leave out yard waste and recyclables on a designated day.
They would rotate their pick-up day bi-weekly throughout the year. Each customer would
be allowed to leave out up to three - 32 gallon can.q labeled "yard waste" on their
designated "Environmental Day". All yard waste that our 12, two-person routes collect
..~ will be weighed at the San Carlos Trartqfer Station, recorded by jurisdiction for diversion

225 SHOREWAY RD. · P.O.
