Rahn Becker .-
March 28, 1995

credit, and unloaded in an area designated for greenwaste only. Ail greenwaste disposed
at the facility will have "load i~,rpectors" to inmre that contaminants are not getting mixed
in with 'the yard waste. The inspected material will be loaded into our 148-cubic yard
tran-~fer trailers, hauled to Ox Motmtain and processed as alternate daily cover at the
landfill.

· For persons who want to compost their own yard clippings and yard waste, BFI will
continue to help promote the County of San Mateo's baclcyard composting program.

BFI, like virtually every other land_fill operator in Northern California, proposes to grind and use
all greenwaste as an alternative daily cover at Ox Mountain Sanitary Landfill, as allowed by State
regulations. This enables the JPA jurisdictions to immediately receive diversion credit, by using
greenwaste for daily alternative landffil cover.

We are confident that our plan to initiate the greenwaste program for alternative daily cover at Ox
.. Mom is a cost-efficient program. As stated above, other landfills also are taking advantage
of the diversion credits by ming grinded yard waste as daily alternative cover.

Because of working closely with the County and cities on the SREE, our revised proposal
continues to. focus on using Ox Mountain. Because it is designated in the SREE, receiving the
appropriate state, regional and county permits, in our view, is simply a matter of procedure. We
estimate that we will collect 70,200 tons per year of greenwaste for our ADC, 36,200 tons from
self haulers to the Transfer Station and Ox Mountain, and 34,000 tons from our curbside
collection.

I am available to respond to any questions you may have.
'Sincerely,

District Manager

DD:ct

ce: $olm Zirelli
Gino Gasparini
DeN Sargent
