PUBU¢ EDUCakTION
INFORMATION

A key component to any yard waste collection and composting program is a
- continuous commitment to a dynamic and skilled public information and
education program implemented in conjunction with an efficient and reliable
collection program.

BFI has demonstrated the success of effective communication through our public
relations and public education programs for curbside recycling, which we started
in early 1989. We will utilize the same concepts for informing and educating the
public about backyard composting and curbside collection of yard waste.

We anticipate producing and distributing the following written
materials:

An information brochure that describes how customers can participate
in curt)side pick-up of yard waste and/or implement their own backyard
composting program.

Regular articles in our quarterly newsletter, which is mailed to all of our
residential and commercial customers with their bills. (Regular articles
on recycling have helped to develop and maintain significant customer
participation over the years; we believe that the newsletter gives us an
excellent opportunity to communicate frequently with our customers).

[] A press kit for kick-off, including press releases geared for both daily.
and weekly newspapers that cover the JPA's service jurisdictions.

[] Advertising in the San Mateo Times and local weekly newspapers and
perhaps limited cable television advertising.

1
