Plan additional
ph~ ~ needed.to, provide continuous bin dist~bution.

Qttttnt#y Rtttionttle

Currently, achieving participation in backyard composting by 30% or' the single family
households in a.jurisdiction is considered admirable. Many jurisdictions have established
goals'in th~ 20-30% range. There are 175,000 single family through four-plex units in San
Marco County. A 30% participation rate would me'm 52,500 households composting on-site.
Over a .5 year period (time remaining until compliance with the year 2000 goal is measured)
slightly'more than 10,000 households would need to be added each .year to. achieve this goal. ·
We anticipate that Phase I (2,500 bins) and PtL'tse II (5,000 bins) will be complete in less
than one year based on the experiences olr other jurisdictions. For.example, 8425 Biostack
Composters were distributed in Alameda County in a one year period. Demand was there tbr
a larger number of units but operational issues unique to the Alameda County program
created gaps between distribution phases.

While we anticipate latent demand in'San Marco County, we would like to stimulate
immediate acti6n by residents. We believe that by'announcing an initial distribution of
2,500 .bins we can create an atmosphere of "get it while it lasts."

The fir~al consideration in selecting a distribution quantity was the manut'actt~rer's price
schedule. A price break is offered at quantities of 2,500 and 5,000. If' Phase II immediately
foll.0ws Phase I, a retroactive credit will be issued on the first purch~e of 2,500 equal to the
price discount offered at a purchase quantity of 5,000. :.

Attachment I -.
