Those electing to offer the bin free to residents say J) there will be grea£er <br /> participation, 2) curbside recycling bins am prov!ded fr~ of charge and this is a similar <br /> activity, and 3) there will be savings from avoided collection and disposal costs that make <br /> backyard composting the most cost-effective way of handling yard wastes. <br /> <br /> · Jurisdictions charging subsidized prices for the bin say 1) that purchasers are more li.k~ly, to <br /> participate: if they have a financial slake in the project, 2) even the non-subsidized municipal <br /> · price of the bin represents an approximately 50% ~vings off the full retail price and will bt~. <br /> enough of an incentive to encourage a significant number of residents to begin backyar, d · <br /> · ' composting. · <br /> <br /> Based on our research of' programs in other jurisdictions, we favor charging a subsidized <br /> pric~ for the bins. Similar programs have been very successful.and are common in our area. <br /> Revenues received from the sale of the bins can be used to buy additional bins or to offer <br /> additional education programs. <br /> <br /> · Examples: .. , <br /> <br /> In Alameda.County, 6,600 Biostack Composters were sold to residents at.$33 each <br /> including sales tax and delivery. They have plans to offer an additional 10,000 Bioslack <br /> · Composters at the at,ne price. <br /> <br /> The City of Sunnyvale is offering the Biostack Composter at. what would be a cost of $34 <br /> if delivery were included (delivery is not it~cluded, residents must pick-up .the bins at a <br /> workshop). <br /> <br /> The City of Piedmont, sold 400 Bioslack Composters (10% of Piedmont's single family <br /> homes) to iLs residents at $54 each. <br /> <br /> The City and County of San Francisco sold 1,300 Soilsaver bins to its residents at S35 <br /> each and is now offering 1he Earth lvlachine bin at :532.50 each including'lax and <br /> <br /> Based on the successes of neighboring programs and the arguments .favoring a subsidized <br />-. . program, $35.00 was chosen as the price that would generate demand throughout San tvlateo ' <br /> <br /> Attachment I - Page 5 Of 8 <br /> <br /> <br />
