Distribution Syst'em

Recommendation: Consider delivery of the bin to the resident using an outside 'courier
service ,'ts the primary distribution system to be at,gmented 'by
distribution events if they appear feasible.

Disttibtttion System Rationale "

There are. three popt, lar ways bins are distributed: 1) direct delivery to the resident, 2)
residents pick UP their bin-at a how-to compost workshop, or 3) residents pick up their bin at
a special location ('i.e. a central .pa/'king lot) established for a 2-3 day distribution ev~:nt.

Expei'ience in other jurisdictions has shown that approximately 25 % of bin purchasers are
interested in attending a how-to, compost wor'kshop. The other 75 % either alrmdy know how
to compost or prefer to Imm on their own. Typically instructions are included with the bin.
In San' Marco County a copy of the book titled "Backyard Composting" and a how-to
information sheet will be included with the bin. THerefore, we believe requiring residents to
pick t,p their bin at a workshop might discourage those who are not interested in attending a
workshop..

Special events establishe~l.to distribute a la~e number ct' bins over 2 or .3 days have worked ·
well for some jurisdictions. However, we bel'ieve this works best when a single jurisdiction ·
is distributing bins to a small geographic area. DistributiOn countywide via special events
'would pose several logistical problems including'seleciing locations that are equidistant £rom
all jurisdictions and.accurately allocating inventory to mt, ltiple locations to meet demand. In
addition, th'is delivery system does not provide for contint, ous distribt, tion, of bins.

Direci'delivery to residents will create a uniform' program throughm, t the county which will
simplify, prog.ram coordination and program promotion. Direct delivery will allow centralized
order p?ocessing and tracking by the Waste Management Division of the. County Public
Works Department and a single storage location for inventory.

Program Promotion

Recomr~endation: Use several Iow or no cost media to promote the avail~tb, ility of
compost bins.

We intend 'to use a steady approach to promoting the bin distribution program. This approach
will phase demand so that delays are 'minimized and the administration of the program' is not
overloaded. It will also allow ~ofd of mouth advertising to take effect.

· At the beg!nning of the pr6gram newspaper articles will be solicited announcing the prd~ram
and how to purchase a bin. This coverage will be supplemented by articles in other media · ~
.'.

Attachment' I - Page 6 o~' 8 :
