6.2.D. - Page 14 <br /> EXHIBIT "D" <br /> THE SECRETARY OF THE INTERIOR'S STANDARS FOR REHABfLITATION <br /> Summary <br /> The following Star�dards are to be applied to specific rehabilitation projects in a <br /> reasonable manner, taking into consideration ecor�omic and technical feasibility. <br /> (1} A property shall �e used for its h�storic purpose or placed in a new use that requires <br /> minimal change to the defin�ng characteristics of the building and its site and <br /> environment. <br /> (2) The historic character o# a property shafl be retained and preserved. The removaE of <br /> historic materials or alteration of features ancf spaces that characterize a property shal! <br /> be a�oided. <br /> {3) Each property shall be recognized as a physicaf record of its time, place, and use. <br /> Changes fhat create a false sense of historicaf de�elopment, s�ch as adding canjectural <br /> features or architectural elements from other buildings, shalf not be undertaken. <br /> (4) Mast properties change over tirrte; tf�ose changes that have acquired historic <br /> significance in their own right shall be retained and preserved. <br /> (5) Distinctive features, finishes, and construction techniques or examples of craftsmanship <br /> tha# characterize a historic property shall be preserved. <br /> {6) Deteriorated historic features shall be repaired rather than replaced. Where the severity <br /> of deterioratian requires replacement of a distinctive feature, the new �eature shall <br /> match the old in design, color, texture, and other visual qualities and, where possible, <br /> materials. Replacement of missing features shalf be substantiated by documentary, <br /> physical, or pictorial e�ider�ce. <br /> (7) Chemical or physical treatments, such as sandblasting, thaf cause damage to historic <br /> materials shaE! not be used. The surface cieaning of structures, if appropriate, shall be <br /> underkaken using the gentles# rnea�s possible. <br /> {8) Significant archeological resources affected by a project shall be protected and <br /> preserved. If such resaurces must be disturbed, mitigation measures shall be <br /> undertaken. <br /> (9} New additions, exterior alterations, or related new construction sl�all not destroy historic <br /> materials that characterize t�te properky. The new work shall be differentiated form the <br /> old and shall be compatible with the massing, size, scale, and architectural features to <br /> protect the historic integrity of the property and its environment. <br /> (10) New additians and adjacent or related new construction shall be undertaken in such a <br /> manner that if ramo�ed in the future, the essential fiarm and integrify of the historic <br /> property and its en�ironment wo�ld be unimpaired. <br /> ATTY/AGRI2012.1841FOX T�IEATRE M[LLS ACT CONTRACT <br /> REV: 11-15-12 VR <br /> Page 1D of 14 <br />
