6.2.D. - Page 25 <br /> EXHIBIT "D" <br /> THE SECRETARY OF THE lNTERIOR'S STANDARS FOR REHABILITATION <br /> Summary <br /> The following Standards are to be applied to specific rehabifitation projects in a reasonable <br /> manner, taking into cortsideration ecor�omic and technical feasibiEity. <br /> (1) A property sha�l be used fior its historic purpose or placed in a new use that rec�uires <br /> minimal change to the defining characteristics of the building and its si#e and <br /> en�irar�menfi. <br /> {2) The historic character of a property shaN be retained and pr�ser�ed. The removai of <br /> historic materials or alteration o�features and spaces that charac#erize a property shall <br /> be avoided. <br /> (3) Each property shalf be recognized as a physicaf record of its time, place, and use. <br /> Changes that create a false sense of hisforical de�elopmenfi, such as adding conjec#ural <br /> features or archifectural elements from other buildings, shall not be underEaker�. <br /> {4) Most properties change over time; those changes that have acquired historic <br /> sigr�ificance in their own right shaEl be retained and preserved. <br /> (5) Distincti�e features, finishes, and consfruction techr�iques or examples of crafitsmanship <br /> that characterize a historic proper#y shall be preserved. <br /> (6) Deteriflrated historic features shal! be repairec� rather than replaced. Where the severity <br /> of deterioration requires replacement of a distincti�e feature, the new feature shall <br /> match the ald in design, color, texture, and other visua� q�alit[es and, where possible, <br /> materials. Replacement of missing features shall be sUbstantiated by documentary, <br /> physical, or pictorial evFdence. <br /> (7} Chemical or physical tr�a#menis, such as sandblasting, that cause damage to historic <br /> materiaEs sha�l not be used. Tf�e surface cleaning of structures, if appropriate, shall be <br /> undertaken using the gentlest means possible. <br /> (8) Significant archeologicaf resources affected by a project shall be pratected and <br /> preserved. If such resources musf be disturbed, rrtitigation measures shall be <br /> undertaken. <br /> (9} New additions, exteriar alterations, or reia#ed new construction shalk no� desfroy f�istoric <br /> materials fhat characterize the property.
