6.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 3, 2012 <br /> SUBJECT <br /> Award of Contract —Woodside Road Median and Roadway Cleanup Project <br /> RECOMMENDATION <br /> Award the Contract for the Woodside Road Median and Roadway Cleanup Project to <br /> the lowest responsive bidder, Suarez and Munoz Construction, Inc, for a base bid of <br /> $353,450 and authorize the City Manager to increase the contract amount up to 10%, if <br /> necessary. <br /> BACKGROUND <br /> On May 1, 2012, the City approved an amendment to the maintenance agreement <br /> between the City and CalTrans to assume responsibilities for an additional segment of <br /> the highway. The City now has responsibility for the maintenance of all landscaping in <br /> the medians and planting areas adjacent to the roadway from Cypress Street to <br /> Broadway Street including the Woodside Road interchange at EI Camino Real. The <br /> agreement specifies the maintenance program, which includes repair of curbs and <br /> sidewalks, removal of litter and debris from roadway surfaces and roadsides, street <br /> sweeping, weed control, and tree maintenance. <br /> The City allocated capital improvement funding to clean up the roadside litter and <br /> vegetation. The overall goal of the Woodside Road Median and Roadway Cleanup <br /> Project is to beautify the highway, which is in terrible condition after many years of <br /> state-deferred maintenance. The project objectives are 1) clear the roadway of debris — <br /> remove litter, weeds, and dead vegetation, 2) improve visibility into roadway shoulders <br /> and adjacent landscape — prune tree canopies that have grown low to the ground to <br /> eliminate places for people to hide, litter, and damage, and 3) nurture a simpler, <br /> drought-tolerant, easier-to-maintain plant palette - remove invasive species where <br /> possible and preserve native species, particularly existing Oak Trees. <br /> ANALYSIS <br /> The bid opening was November 14, 2012. Four (4) contractors submitted bids for this <br /> project as shown below: <br />
