6.1.B. - Page 2 <br /> Contractor Bid <br /> Ba Construction Com an $536,868.80 <br /> Suarez and Munoz Construction, Inc. $353,540.00 <br /> Rosas Brothers Construction $369,380.00 <br /> Golden Bay Construction, Inc. $408,526.00 <br /> Engineer's Estimate: $342,000 <br /> The low bid of $353,540 submitted by Suarez and Munoz Construction, Inc. is <br /> approximately 3.4% higher than the engineer's estimate of $342,000. The low bid is <br /> reasonable and the contractor is deemed responsive. Consequently, staff recommends <br /> awarding the contract to Suarez and Munoz Construction, Inc. <br /> Construction is expected to begin in late January 2013 and to conclude in March. <br /> This project is an initial clean-up of the highway from Cypress Street to Broadway. <br /> Plans and specifications consist generally of clearing and grubbing, tree and shrub <br /> removal, chain link fence removal and installation, litter removal, tree and shrub pruning, <br /> weed abatement, minor grading, mulching and general cleanup. These efforts will <br /> improve the visual as well as physical condition of the highway, better enabling Public <br /> Works to absorb the routine tasks of roadway maintenance. There is considerably more <br /> cleanup that could be done, but because much of that work was outside the visual <br /> corridor and affected the numerous encampments in the area it was not included in this <br /> initial effort. <br /> After this work is complete, staff will assess future projects to continue improving the <br /> experience of driving and bicycling along this corridor. Any physical improvements, <br /> such as new signage, upgraded medians or shoulders, or fencing will require Caltrans <br /> design approval. Staff anticipates up to a year's effort to develop, design, and permit <br /> any subsequent phase of work, assuming additional funding is provided through the <br /> Capital Improvement Program. <br /> ALTERNATIVES <br /> Do not award the contract for Woodside Road Landscape and Median Cleanup Project <br /> and re-bid the project. <br /> FISCAL IMPACT <br /> Funds in the amount of $615,000 are available in the 2012/2013 Capital Projects Fund <br /> Island and Median Renovation Program and Gas Tax Construction Fund. <br /> ENVIRONMENTAL REVIEW <br /> This project is exempt under CEQA Class 1, 15301(c) Existing Facilities, and (h) <br /> Maintenance of existing landscaping. <br />
