8.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 3, 2012 <br /> SUBJECT <br /> Governance Board — South Bayside Waste Management Authority <br /> RECOMMENDATION <br /> 1. By motion authorize the Mayor to transmit a letter inviting electing officials from <br /> member agencies to participate in a Blue Ribbon Task Force to analyze the <br /> governance structure and board composition of the South Bayside Waste <br /> Management Authority (SBWMA) and develop alternatives to the current structure. <br /> 2. Authorize the City Council Utilities Committee to appoint a member of the <br /> committee to serve on the task force and also select an alternate to serve. <br /> BACKGROUND <br /> The South Bayside Waste Management Authority (SBWMA - also commonly called <br /> RethinkWaste), was formed in 1982 as a joint powers authority (JPA) with twelve <br /> member agencies in San Mateo County. Those member agencies are Atherton, <br /> Belmont, Burlingame, East Palo Alto, Foster City, Hillsborough, Menlo Park, Redwood <br /> City, San Carlos, San Mateo, County of San Mateo, and West Bay Sanitary District. <br /> SBWMA's primary goal is to provide cost effective waste reduction, recycling, and solid <br /> waste programs to member agencies through franchised services. SBWMA also owns <br /> the Shoreway Environmental Center in San Carlos which is operated by South Bay <br /> Recycling on behalf of the authority. The FY 2012 budget for SBWMA included <br /> revenues of over $40 million, and operating expenses of $36.5 million. The $36.5 million <br /> operating expenses budget includes the SBWMA program budget of $3.5 million. That <br /> program budget includes the personnel costs of SBWMA's 7.8 employees as well as <br /> administrative, contract compliance and recycling diversion program expenses. <br /> SBWMA is led by an Executive Director who reports to a Board of Directors comprised <br /> of staff inembers of inember agencies. The staff inembers serving on the Board range <br /> in rank from City Managers, to Public Works Directors and Superintendents, to <br /> Management Analysts. <br />
