6.1.E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 3, 2012 <br /> SUBJECT <br /> PG&E Electric Panel Service Conversion Program Agreement for Middlefield Road <br /> Underground Utility District 2011-1 <br /> RECOMMENDATION <br /> Approve by motion the agreement with PG&E for the Middlefield Road Underground <br /> Utility District 2011-1 <br /> BACKGROUND <br /> On February 6, 2012, the City Council approved an Ordinance to create the Middlefield <br /> Road Underground Utility District 2011-1. The City will be the lead agency and will <br /> design and construct the substructures for the underground district. PG&E, AT&T, <br /> Comcast and Astound will be performing work within the district. The utility companies <br /> will install new transformers, pull new conductors and cables, and remove over seventy <br /> existing poles. The project also involves converting electric service, located on the <br /> buildings within the district, from overhead to underground. <br /> The preliminary joint trench layout plans, called "intent drawings" have been submitted <br /> to PG&E for review and the project is currently in the PG&E Rule20A planning queue. <br /> ANALYSIS <br /> To expedite the completion of Rule20A projects PG&E is managing the electric service <br /> conversions and paying for this work from the city's allocation funds. This allows the <br /> electrical service panels at each building to be ready for connection when the joint <br /> trench is completed, rather than converting the panels after the joint trench is <br /> completed. As the lead agency for the Electric Panel Service Conversion Program, <br /> PG&E will manage a subcontractor that will convert the overhead electrical panels to <br /> underground electrical panels and will install the underground electric feed that replaces <br /> the existing overhead service. Funding for this work is part of the Rule20A credit for the <br /> service trenches and modifications of the electrical service panels. <br /> The panel conversion agreement for PG&E to perform tariff-scheduled related work <br /> outlines the responsibilities of the City. Among the tasks, the City is to provide PG&E <br /> with property line locations, the names and addresses of the property owners and <br /> tenants, obtain right-of-entry forms prior to scheduling construction, inform PG&E of <br /> anyone opposed to the utility companies entering their property, and disclose special <br />
