6.1.E. - Page 2
circumstances such as historic structures or environmental issues within the
underground district.
Staff has informed PG&E that there are historic structures within the underground
district and that special conditions will need to be met to ensure that no exterior
architectural features are altered before any construction work takes place on the
buildings.
There is a likelihood of hazardous and contaminated sites near or within the joint trench
alignment. Staff will coordinate with San Mateo Environmental Health Office to
determine the status of these known sites. For contamination found on private property,
the property owner is responsible for the cost for disposal of any contaminated material.
The project design will include a soil handling plan with necessary certifications for the
contractor to handle and disposal of potentially contaminated soils.
Building or Electrical Code violations will be evaluated by the City's Building staff and
compliance will be required of the property owners.
ALTERNATIVES
Council may elect not to enter into this agreement and direct staff to investigate other
options in underground services.
FISCAL IMPACT
The panel conversions will be funded by the existing Rule20A credit allocation. As of
April 1, 2012, the current work credit balance is $6,654,105.00.
ENVIRONMENTAL REVIEW
This project is Categorically Exempt in accordance with California Environmental
Quality Act (CEQA) Section 15302, paragraph (d) "Conversion of overhead electric
utility distribution system facilities to underground including connection to existing
overhead electric utility distribution lines where the surface is restored to the condition
existing prior to the undergrounding."
/ `y_
BRIAN LEE
SENIOR CIVIL ENGINEER, PE
G
BILL EKERN,
COMMUNITY DEVELOPMENT DIRECTOR
